Regression : Unnecessary scrollbar is seen after adding 7 persons in Sign-out screen

Chrome Version: 63.0.3218.0/9963.0.0 dev-channel Candy,Daisy & Paine
OS: Chrome

Pre-Condition : Add 7 persons

What steps will reproduce the problem?
(1)In Sign-Out Screen observe unnecessary scrollbar is seen after adding 7 persons (Please refer video and screenshot) 

Expected: Scrollbar should be seen after adding 9 persons
Actual: Instead unnecessary scrollbar is seen after adding 7 persons

This is Regression issue seen as same is working fine in 61.0.3127.0 /9641.0.0 dev-channel Daisy
