Add Safe Area util to M62

Merge request.
The safe area util added in https://chromium-review.googlesource.com/c/chromium/src/+/677396 can be useful to cherry-pick in M62 to reduce the number of possible conflict when fixing and cherry-picking iPhone X bugs.
As it is only an util added, the risks should be very low.
