Issue descriptionios_internal_chrome_external_url_egtests is failing on ios offical builder: "shard #0 timed out, took too much time to complete". Bug is not disabled as it is hard to understand which ones are failing and it is not failing on the waterfall.

The tests are failing on wifi-disabled ios11 swarming devices (ipad 5th Gen & iPhone 7) in the new lab 1950. Those failed test suites (ios_internal_chrome_external_url_egtests and ios_chrome_external_url_egtests) both require wifi connection.
Offline discussed with @baxley, we should disable the flaky wifi related test suites on official bots. I will upload some cl for it.
re #3 > Just checked that official bots (osx-{26~40}-m0) still have Xcode9.0-Beta4 rather than Xcode 9 GM...
