ios_chrome_external_url_egtests TranslateTestCase are failing on official ios builder

ios_chrome_external_url_egtests has been failing two days in a row on official iOS builder for:
TranslateTestCase/testLanguageDetectionInfobar
TranslateTestCase/testAutoTranslate

On iOS 11 device (iPad/iPhone).

Summary: ios_chrome_external_url_egtests TranslateTestCase are failing on official ios builder (was: ios_chrome_external_url_egtests are failing on official ios builder)
Modifying this bug to make it applicable to TranslateTestCase only.
Assigning to sdefresne as OWNER of ios/chrome as there is no owner.
