What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools 
2. Now go to 'Application' section and open service workers tab.
3. Now move focus to push text message by pressing 'Tab' key,observe

Actual: Text message is not highlighted after moving focus on it
Expected: Text message should be highlighted after moving focus on it

This is a non-regression issue, seen from M-63 series as 'Push' message in 'Application' section of devtools appears from build # 63.0.3218.0
