DevTools: "add to homescreen" doesn't work any longer

Tested myself on Mac.. no app shelf prompt anymore.
Observed it doing nothing while remote debugging an android device.


Tested on Stable and Canary.

At the protocol layer things look good. I guess it was a regression on the AppBanner impl side.

I don't think it's broken, but it does seem to be flaky. Merging into another bug we have on this.
