Regression : Content is not seen properly after dragging scroll bar to RHS in devtools.

Issue description

Version: 63.0.3222.0 7754c77f5af465147885e57c6ba7fc4e9095d842-refs/heads/master@{#503582}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS,Mac OS X(10.12.6)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now go to 'Application' section and open service worker and resize window to RHS such as scroll bar is displayed
3. Now drag scroll bar to RHS,observe
 
Actual: Content is not seen properly after dragging scroll bar to RHS
Expected: Content should be seen properly after dragging scroll bar to RHS

This is regression issue, broken in ‘M 63’ and will soon update other info :
Good build:63.0.3217.0
Bad build: 63.0.3218.0

Using the per-revision bisect providing the bisect results,
Good build: 63.0.3217.0 (Revision: 502455).
Bad build: 63.0.3218.0 (Revision: 502516).

You are probably looking for a change made after 502468 (known good), but no lat
er than 502469 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

[DevTools] Fix scrolling on Application panel

1. Reenable overflow for "report field values" (fixes scroll for all
   ReportView clients)
2. Set a minimum width for sync tag and push notification entries.

Note : Rechecked the above issue on Windows 8 OS with latest canary chrome version : 63.0.3226.0 and the issue is not reproducible.Kindly refer the attached screen cast for reference.
