Issue descriptionVersion: 63.0.3222.0 7754c77f5af465147885e57c6ba7fc4e9095d842-refs/heads/master@{#503582} OS: Windows (7,8,8.1,10),Linux (14.04 LTS,Mac OS X(10.12.6) What steps will reproduce the problem? 1. Launch chrome, navigate to NTP and open devtools. 2. Now go to 'Application' section and open service worker and resize window to RHS such as scroll bar is displayed 3. Now drag scroll bar to RHS,observe Actual: Content is not seen properly after dragging scroll bar to RHS Expected: Content should be seen properly after dragging scroll bar to RHS This is regression issue, broken in ‘M 63’ and will soon update other info : Good build:63.0.3217.0 Bad build: 63.0.3218.0
