Regression: Extra gap is observed between zoom % level and -/+ buttons on zoom bubble.

Chrome Version: 63.0.3222.0 7754c77f5af465147885e57c6ba7fc4e9095d842-refs/heads/master@{#503582}
OS: Windows(7,8,10), Linux(14.04 LTS).

What steps will reproduce the problem?
(1) Launch chrome, zoom in/out any page and observe the zoom bubble.

Actual:
1. Size of -/+ buttons are increased and looks weird.
2. Extra gap is seen between zoom level and -/+ buttons.

Expected:
1. Size of -/+ buttons should be proper.
2. Extra gap should not be seen between zoom level and -/+ buttons.

This is a regression issue, broken in M-63 series, will soon update other info.

Good build: 63.0.3221.0
Bad build: 63.0.3222.0

You are probably looking for a change made after 503576 (known good), but no later than 503578 (first known bad).
