[Depth Capture] fail to upload video frame to a webgl texture of 'RGBA8' and 'RGBA32 Float'

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
1. A depth camera is plugged into the PC
2. Access to https://01org.github.io/web-test-suite/chromium/mediacapture-depth/GUM-depth-capture-manual.https.html
3.When prompted, accept to share your depth streams
4.Choose one depth device and one color device, then click "Run" button
5.Turn the camera to capture different images

What is the expected behavior?
Could upload video frame to a webgl texture of 'RGBA8' and 'RGBA32 Float'

What went wrong?
fail to upload video frame to a webgl texture of 'RGBA8' and 'RGBA32 Float'

Does this work in other browsers? N/A

Chrome version: 63.0.3218.0  Channel: dev
OS Version: 16.04
Flash Version: Shockwave Flash 27.0 r0

Same issue happens on Windows Chrome Canary 63.0.3220.2. The test passes on Chrome OS 63.0.3218.0.
