The bounds of overview windows items are not updated correctly after rotation

Issue description

Chrome Version: (copy from chrome://version)
OS: Chrome

What steps will reproduce the problem?
(1) Enter into tablet mode 
(2) Open an app (any Android App or a Chrome app with option "option as window" turns on)
(3) Rotate the screen to portrait mode
(4) Enter into overview mode
(5) Rotate the screen to landscape mode

What is the expected result?
The window item in overview mode rendered correctly

What happens instead?
The width of title bar of the overview window item is not consistent with the width of the item itself. The title bar is much wider.

It doesn't happen if we use "ctr-shift-f3" to manually rotate the screen.

No sure if it's a regression issue.

I'm not seeing this bug anymore. I think it's been fixed.
