Bluetooth got unrecoverably disabled while trying to find an Instant Tether host

Issue description

Chrome: 63.0.3216.0
Platform: 9945.0.0 (Official Build) dev-channel caroline-userdebug test
Firmware: Google_Caroline.7820.263.0

What steps will reproduce the problem?
(1) Disconnect from wi-fi networks
(2) Try to find a mobile data network

What is the expected result?
available instant tether hosts appear under mobile data section

What happens instead?
mobile data section disappeared, bluetooth got stuck in off position in settings and disappeared from quick settings.
