Dragging or moving the scrollbar do not work on text editors using touch

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.91 Safari/537.36
Platform: 9765.63.0 (Official Build) beta-channel clapper

Steps to reproduce the problem:
1. Open the attached html
2. enter enough data, so that the vertical scroll bar displayed
3. Try scrolling up/down using touch 

What is the expected behavior?
Scrolling up/down should work 

What went wrong?
Scrolling do not work using the touch 

Did this work before? Yes stable channel 60

Chrome version: 61.0.3163.90 (Official Build) beta (64-bit)  Channel: beta
OS Version: CrOS x86_64 9765.63.0
Flash Version: Shockwave Flash 27.0.0.130

With the change to overlay scrollbars, this is working as intended. You can scroll with touch anywhere in the text area.
are you saying not being able to use scroll bar, to scroll using touch is a requirement? no matter what chrome://flags/#overlay-scrollbars is set to enabled or disabled
