[Nyan] External Monitor does not display at Best Resolution when connected with HDMI to HDMI cable |

Issue descriptionChrome Version: 61.0.3163.101 OS: 9765.70.0 (Official Build) beta-channel nyan_kitty What steps will reproduce the problem? (1) Sign in to Device (2) Plug in External Monitor (1080 HD OR 4K) to the device using HDMI to HDMI Cable What is the expected result? External Monitor should display fine. What happens instead? ACER UHD 4K B326HK Monitor behavior: - External monitor does not display at all. - Device behaves differently each time HDMI is connected (sometimes screen goes black and comes back after few seconds and sometimes it Freezes and reboot is needed) Note: The below issue was observed only once, but later on its display is working fine with the BEST resolution on 1080 HD monitor. 1) ASUS PB278 1080 HD Monitor behavior: - Does not display at the 'Best' resolution which is 2560 x 1440(Best). - Reduce the resolution to any other than the Best, external display works fine Please use labels and text to provide additional information. Checked on Nyan-Blaze with previous build 61.0.3163.60/9765.37.0 and see the same issue.

Robert, for this one we shouldn't debug the high resolution (I don't think we can), but we should blacklist the pixel clocks which are too high (maybe even > 165MHz) and move on.
