Highlight positioned incorrectly for chrome menu button when browser is maximized

Chrome Version: 62.0.3202.8 (dev)

What steps will reproduce the problem?
(1) Maximize a browser window
(2) hover over or click Chrome app menu button

What is the expected result?
Ripple / highlight aligned with the icon

What happens instead?
Misaligned.

Non-maximized window has correct alignment. In maximized mode we extend the button all the way to the trailing edge of the window and the highlight ends up mis-positioned. This definitely was doing the right thing before so is probably a regression. Any fix should be tested in RTL as well. See attachments.
