Convert WebRTC masters to use builders.pyl

builders.pyl is a higher level way to configure waterfalls and will need to be migrated to in the future.

It's documented here: https://chromium.googlesource.com/infra/infra/+/master/doc/users/services/buildbot/builders.pyl.md#Example

This bug tracks converting our masters to using it instead of the traditional Buildbot configuration files.

This looks like something we want to do as buildbot gets closer to get turned down.
