After loading in tablet mode window apps have window controls overlapping

Issue description

Chrome Version: 62.0.3202.8 (dev)

What steps will reproduce the problem?
(1) booted in tablet mode
(2) opened keyboard
(3) All of the apps / pages running in a window (e.g. drive, Hangouts) have maximize and close buttons overlapping. Maximizing and unmaximizing (or any other operation like snapping to a side that updates the controls) restores proper layout.

I cannot reproduce this bug, and I fixed a bug with the same issues (I think it is the same) on ToT and merged to 62, so marking this as resolved.

Feel free to reopen this if you run into it again.
