start-load-during-provisional-loader-detach is flaky on mac and linux

This test periodically flakes on Mac and Linux. For example:

08:59:19.383 27632 worker/1 virtual/stable/http/tests/navigation/start-load-during-provisional-loader-detach.html output stderr lines:
08:59:19.384 27632   [9184:9184:0921/085919.323109:16132134520:WARNING:render_frame_host_impl.cc(2669)] OnDidStopLoading was called twice.
08:59:19.386 27492 [3117/3129] virtual/stable/http/tests/navigation/start-load-during-provisional-loader-detach.html failed unexpectedly (text diff)
08:59:19.385 27632 worker/1 virtual/stable/http/tests/navigation/start-load-during-provisional-loader-detach.html failed:
08:59:19.385 27632 worker/1  text diff

I'm not certain whether the OnDidStopLoading warning is meaningful.

Mark start-load-during-provisional-loader-detach as flaky

This test has been marked as flaky on Mac and Linux, but it's flaky also
on Windows. Also, non-virtual and virtual/mojo-loading/ version should
be covered too.
