Window size not making 100% due to shadow DOM

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.91 Safari/537.36

Steps to reproduce the problem:
1. create html with body with margin 0px
2. verify that windows scroll x and Y appear

What is the expected behavior?
Window ocupy all window without scroll bars X and Y

What went wrong?
since the update the browser presents scroll bars x and Y due to a 1 px duw to schadow DOM

Did this work before? Yes  < 61.0.3163.91

@ bento1977: Unable to reproduce the issue on reported version 61.0.3163.91 and Stable 60.0.3112.113 using win 10 by following below steps.
1. Open attached 0px.html file on chrome
2. Hit F12, in console tab enter window.scrollX and window.scrollY 
3. result = 0

Could you let us know if we are missing any steps from our end and also please attach a sample testcase file for triaging from chrome TE end, this will help us in triaging the issue further.

Im sending a sample of what is happening in our application and before the update the scrolbars did not appear

Able to reproduce the issue on the latest stable(61.0.3163.91) on Windows-10 and Linux Ubuntu 14.04. This seems to be fixed on the latest canary(63.0.3222.0).
Issue is not seen on Mac 10.12.6.

Forward bisect that broke this

First Bad Build:  61.0.3118.0

Reverse bisect to identify the CL that fixed this.

installed canary and tested and if appears fixed in chrome 61.0.3163.100 still appears

We won't merge such functionality fixes into M61. It has been merged into M62.
