High to low resolution prevents tab dropping to second monitors

Issue descriptionChrome Version : Google Chrome 60.0.3112.113 (Official Build) (64-bit) URLs (if applicable) : What steps will reproduce the problem? (1) Drag a maximized Chrome tab from a large resolution (4k) monitor to a sufficiently lower resolution monitor (1080P) What is the expected result? Tab should maximize to the monitor it was dragged to What happens instead? Tab will not maximize to the second monitor, rather maximize to the larger initial monitor Please provide any additional information below. Attach a screenshot if possible. Using Windows 10, which may have more problems with remembering window sizes (or may not, I don't know, as I upgraded OS and monitor at the same time), as resizing a restored window to be smaller than the second monitor restores regular functionality, however chrome/Windows will eventually forget that size and resize it much larger.

Dont have dual montior set up as of now to test and confirm this, hence requesting kkaluri@ from Inhouse team for help in further triaging of this. Thanks in advance!
