Chrome overlaid messages are illegible

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.91 Safari/537.36

Steps to reproduce the problem:
1. In a VMWare VM, upgrade windows 10 to creator's update
2. Install or update Chrome to current version
3. Inspect overlaid messages for resemblance to the attached.

What is the expected behavior?
Overlaid messages/notifications/dialogues should be legible.

What went wrong?
See the attached.  Print is totally illegible.  (Look closely and you will see Guest, Manage People etc)

Chrome version: 61.0.3163.91  Channel: stable
OS Version: 10.0
Flash Version: 

This is also security risk because it makes it very difficult to uninstall extensions, because the buttons to do so are also illegible.

As of now we dont have VMware setup to test and confirm this, hence requesting Inhouse team for help in further triaging of this.

Tried this issue in a VMWare VM- Windows 10 system which has the version 1509 and tried to install creator's update to version 1703. Got a notification that cannot install updates. 
Hence, requesting MTV team to look into this issue for further triage.
