Issue descriptionChrome Version : 61.0.3163.100 57c9d07b416b5a2ea23d28247300e4af36329bdc-refs/branch-heads/3163@{#1250}(32/64 bit) OS:Windows 10(Touch device) What steps will reproduce the problem? 1.Launch Chrome and navigate to "Chrome web store"(https://chrome.google.com/webstore/category/extensions?hl=en-US). 2.Tap on Settings icon in chrome web store. 3.Tap on any option under Settings list and observe. Actual: Grey Focus is seen on all options in the Settings list. Expected: Instead focus should be seen only on selected option from the Settings list. This is a non-regression issue, seen from M-46 series from build #46.0.2472.0.

Update: w.r.t Comment#2 , checked the above issue on latest Canary build #66.0.3343.0 and this issue is still reproducible on Windows 10(Touch device). Kindly refer to the attached screen cast. Note: Issue is not observed on Mozilla Firefox Thank you
