OS: MAC(Touch Bar 10.13)

What steps will reproduce the problem?
(1) Launch chrome, open dev tools and navigate to Devices section.
(2) Click on Add Custom devices and then click on Device name text box 
(3) Observe highlight.

Actual: Focus highlight on Device name text box is seen chopped from bottom side.

Expected:Focus highlight on Device name text box should seen properly.

This is a regression issue, broken in 'M-61', below is bisect info:

Good Build: 61.0.3122.0
Bad Build: 61.0.3123.0
 
You are probably looking for a change made after 477194 (known good), but no later than 477195 (first known bad).
