This is caused by Browser Side Navigation aka PlzNavigate, which was recently enabled by default.
Disabling chrome://flags/#browser-side-navigation fixes the bug.

I tried to repro the problem at ~ToT (r503452) and I can repro the problem with and without --disable-browser-side-navigation. I can also the problem after disabling PlzNavigate via chrome://flags/#browser-side-navigation.

I have also tried to repro the problem on 63.0.3220.0/Canary on Mac. Similarily - I can repro the problem with and without PlzNavigate (enabled/disabled via chrome://flags/#browser-side-navigation).

dtapuska@, can you PTAL?

When I tried bisecting it down, I got the following revision range: https://chromium.googlesource.com/chromium/src/+log/b2e101299180938b571c5779f11105b767c0e70b..4cef659a8009c5cb4f5708336ae37654d23653b3. r481208 looks like a possible culprit.

Per #c4-#c5 I don't think this is related to PlzNavigate. Please shout if you disagree with this assessment / if you have new data showing otherwise.

Indeed, my c#1 is wrong, sorry. I didn't wait for the site script to load completely.
Components: -UI>Browser>Navigation Blink>Scroll
Status: WontFix (was: Unconfirmed)
The site has an animation function on the body element and this site doesn't work in FireFox either.

See:

$('.alphabet a').click(function(e) {
   e.preventDefault();
   $('body').animate({
       scrollTop: ($($(this).attr('href')).offset().top - ($('.alphabet').height() + 40 + 30))}, 500);
});

This was done on purpose so that Chrome matches Firefox and the standard. This is one example of us fixing an issue (that breaks a site) for interop purposes.

See https://dev.opera.com/articles/fixing-the-scrolltop-bug/

and https://groups.google.com/a/chromium.org/d/msg/blink-dev/X64Sg16RhT4/6ZiW7Dt8CAAJ

+rbyers so he is aware of a site that now works the same in Chrome as Firefox.
