Regression : Unnecessary 'IP Address' option is seen in chrome://settings page

Issue description

Chrome Version: 61.0.3163.101/9765.70.0 Beta-Channel  Daisy,Kip and Reks
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://settings page
(2)Now at 'Network' section click on Wi-Fi -> select Connected Wi-Fi network
(3)Now In Connected Wi-Fi Page observe Unnecessary 'IP Address' option (Between 'Automatically connect to this network' option and 'Advanced' option) is seen
(Please refer Video and Screenshot)

Expected: Unnecessary 'IP Address' option should not be seen as already 'IP address' value is seen under  'Configure IP address automatically' option at 'Network'

Actual: Instead Unnecessary 'IP Address' option is seen

This is Regression Issue as same is working fine in old settings page

@stevenjb : Please confirm the Issue

Note: Issue is also seen on latest M-63

This is by design. The Network section is not expanded by default and the IP address is frequently sought after information.
