Chrome hangs when reporting an error from the Help page

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.91 Safari/537.36

Steps to reproduce the problem:
1- go to chrome://settings/help
2- click Notify an error
3- click Select file
4- drag a file to the Omnibox
5- click the Back button
6- click Notify an error
7- click the Cancel button
8- the browser hangs

What is the expected behavior?

What went wrong?
The browser hangs

This issue is reproduced inconsistent on windows 7 using chrome stable M61 #61.0.3163.100 and Not reproduced in mac 10.12.6 and ubuntu 14.04.

Issue is not reproduced on latest beta M62 #62.0.3202.29 and M63 #63.0.3222.0.


@jm.acuna73-- Could you please check in latest stable ,beta and canary and confirm us if you can reproduce this issure consistently and update us with your observations.

Google Chrome 61.0.3163.100 (Build oficial) (64 bits)
Google Chrome 63.0.3222.1 (Build oficial) canary SyzyASan (32 bits)

Able to reproduce this issue Windows 10 with chrome Stable #61.0.3163.100, canary #63.0.3239.6and also in earlier chrome version M50-#50.0.2661.0. This is a non-regression issue, hence marking it as untriaged.

Attaching the screen-cast for reference.

Unable to reproduce the issue on Ubuntu 14.04 and Mac 10.12.6
