Issue description921 updated version: version 60.0.3112.114 (officail build) unknown (64 bit) Platform 9592。91。0 （official build) dev-channel clapper test Firmware Google_Clapper.5216.199.7 Steps: 1.Go to any keyboard , 2.Switch between A11y & input view keyboard 3.First open emoji panel from keyboard menu list Actual: Can not open emoji panel Note: 1.For the second time, it can be opened 2.Ok in 61 version 3.If from opt-in menu to open it, it is ok
