Beta simulator: SCPaymentsEditorTestCase/testInputAccessoryViewNavigationButtons is failing

SCPaymentsEditorTestCase/testInputAccessoryViewNavigationButtons is failing consistently on the beta simulator bots for a week.

This test was disabled on iOS 11 iPad in M62, but it has started failing on
iPhone as well. crrev.com/c/664837 disabled the test for iPhone but landed after M62 branch point. The fix is to merge crrev.com/c/664837 back into M62.
