OS: Mac(10.12.6) 

What steps will reproduce the problem?
(1) Launch chrome, navigate to https://chrome.google.com/webstore/category/extensions?hl=en
(2) Click on View site info icon and press 'Tab' key
(3) Observe focus under 'Cookies'

Actual: Focus is not seen properly under 'Cookies' section.

Expected: Focus should seen properly.

This is a regression issue broken in ‘M-63’,will soon update the other info:

Good Build: 63.0.3220.0
Bad Build: 63.0.3221.0

Note: Issue is not seen on Windows and Linux OS.
