Regression : Permission entries are missing in 'View site info' bubble.

Chrome version : 63.0.3221.0 (Official Build)  e34bc3ba4a14b65c94f4b0ae103473934e32cfdb-refs/heads/master@{#503308} 64 bit
OS : Windows (7,8,10)

What steps will reproduce the problem?
1. Launch chrome, navigate to www.google.com and click on 'View site info' icon.
2. Observe.

Actual Result : Permission entries are missing in 'View site info' bubble.

Expected Result : All permission entries should be there in 'View site info' bubble.

This is a regression issue broken in ‘M-63’.

This is a regression issue broken in ‘M-63’, below is the manual bisect range and will soon update other info.
Good build : 63.0.3220.0
Bad build : 63.0.3221.0
