outline style impact the width and height of element inside a table

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.91 Safari/537.36 Steps to reproduce the problem: 1. open the outline.html i attached 2. obviously the table overflows its parent container, triggers the scrollbar 3. remove the outline style in <tr/> element and it's all good 4. try other browsers, IE/FIREFOX are good What is the expected behavior? outline style should never impact the size calculation of element What went wrong? outline style actually impact the size calculation of <tr/> in this case Did this work before? Yes don't remember, not long ago. this is a regression since i updated the chrome version. Does this work in other browsers? Able to reproduce the issue on the latest stable(61.0.3163.91) on Windows-10, Mac OS 10.12.6 and Linux Ubuntu 14.04. This seems to be fixed on the latest canary(63.0.3222.0).
