This is the tracking bug for the work to improve the process of disabling tests for perfbot health sheriffs.

Right now, it's a fairly complicated and manual process. I'd like to simplify it, so you can just run a simple script which will do the work. Ideally, there'd be a simple button to click which would disable a test.
