[A11y Assessment - Bookmarks] Not all text read in add bookmark dialog

Issue description

Chrome 63.0.3219.0 (Official Build) canary (64-bit) (cohort: 64-Bit)
Windows 10 Enterprise Version 10.0.14393 Build 14393.1593
NVDA 2017.3
JAWS 2018 Beta 

What steps will reproduce the problem?
(1) Open screen reader, launch any page in Chrome
(2) Navigate to add bookmark button
(3) Tab through the dropdown options.

What is the expected result? Read text: "To get all of your bookmarks on all of your devices, sign into Chrome" 

What happens instead? Only the text "Sign into Chrome" is read because it is a link.

Static text is never supposed to be part of the tab order.

The bug description implies that tabbing through the dialog should read that text, but that's not standard behavior for a Windows application.

Possible options:

* Should we make it an alert dialog so that it reads all of the text when opened?
* Should we make the "To get all of your bookmarks" text part of the dialog title? 
* Should we make it part of the text for some other control? Should we make it fire an alert so it gets announced?

This dialog appears to behave in the expected manner. 
This text is already announced on dialog open and is available if forms mode is off. Closing as WontFix.
