Clicking and dragging scrollbar outside of element makes scrollbar jump back to original position

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
1. Click and drag any scrollbar to the end (i.e. all the way down if dragging the vertical one, all the right right if grabbing horizontal.
2. While still holding your mouse button down, leave the boundaries of the element

What is the expected behavior?
The scrollbar should remain at the extreme end instead of jumping back to original position.

What went wrong?
Scrollbar jumps

Chrome version: 60.0.3112.113  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Able to reproduce this issue on Mac 10.12.6, Win-10 and Ubuntu 14.04 using chrome stable version 61.0.3163.91 and latest canary #63.0.3220.0.
Note: Issue is specific to OS-Win.

This is a non-regression issue as it is observed from M50 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.

This is the expected behavior. All apps on Windows do this. See  issue 337919 .
