Chrome/Chromium Kills Wifi Connectivity (Browser Version 60.0.3112.116)

Issue description

Chrome Version: 60.0.3112.116
Android: 7.1.1
Device: HTC U11
Build: NMF62X
---

Issue:
WiFi forces off and Android Settings refuses to find any available networks when Chrome is playing audio, even in the background.
The issue stops as soon as I close the tab playing the audio, force-quit Chrome in Settings, and toggle Airplane mode completely off and completely on.
The issue reoccurs when I put my phone in the same situation again.

Could some one from MTV Team please look into the issue on HTC U11.
Tested the issue on Pixel XL (Android 8.0) using Chrome Stable# 60.0.3112.116 and could not reproduce the issue.

rbasuvula: do you mean the chrome networking team? (You added the "Internals>Network" component. This doesn't sound like a chrome networking problem, though perhaps it is?

jebeld17@ thanks for reporting the issue. To help us, can you please provide a video for the issue that you are seeing? We were unable to repro this issue on HTC U11/NMF26X, Chrome: 60.0.3112.116. How frequent is this issue and can you also provide a bugreport, if possible? 

To capture a bugreport,
Go to Android Settings > About Phone > Tap Build number 7 times, go back one screen, Developer options should be right above About phone.
Once you have enabled developer options, to take a bug report,go to Android Settings -> Developer Options ->Enable USB Debugging and then tap on Take bug report
Status: WontFix (was: Unconfirmed)
Closing this issue for now as we haven't heard a feedback from user. Please log a new issue with proper info.
