Flash Setting not honoring Wild Card Entries

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.18 Safari/537.36

Example URL:
chrome://settings/content/flash

Steps to reproduce the problem:
1. chrome://settings/content/flash
2. try to add a wild card entry 
3. Play the content 

What is the expected behavior?
It needs to unblock all flash content from the "Safe list" added via wild card

What went wrong?
it would still block the flash content (not even click to play) eventhough the flash assets are more than 300px by 400px. 

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes 61

Does this work in other browsers? Yes

Chrome version: 62.0.3202.18  Channel: beta
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 27.0 r0

@ aravindhan: Unable to reproduce the issue on reported version 62.0.3202.18, latest canary 63.0.3221.0 and on latest stable 61.0.3163.100 using windows 7, Windows 10 with the steps mentioned below:
1. Navigate to chrome://settings/content/flash 
2. Go to http://www.webfungames.com/game/archery-shoot.html
3. Inorder play the game, click on the security chip beside omnibox>>Allow flash
4. Click on start to play the game. Attaching screencast for reference.

Please share the site and details like wild card entry which you are using and please let us know if we are missing any steps from our end

This is probably related to the GP setting
Default plugins setting -> Allow all sites to automatically run plugins

The policy used to work in 61.  Version 62 still shows that Flash "allowed by administrator", but it doesn't allow it.  

I'm still amused that is says "plugins" but only refers to Flash.

@Reporter: Please check the issue on latest stable and let us know if it is still reproducible. You can download latest build from https://www.chromium.org/getting-involved/dev-channel. If issue is reproducible please provide a screencast on how to reproduce.

Using Chrome 66.0.3359.181, if I enable the GP setting 
Google Chrome\Content Settings\Default Flash Setting -> Allow all sites
Then visit https://get.adobe.com/flashplayer/about/ from a Google search, I get a pop-up about allowing Flash (yes no).  If I click yes, it just pops-up again and never visits the site.  If I click no or close it, it doesn't visit the site.

If I use the GP
Google Chroem\Content Settings\Content Settings\Allow the Flash plugin on these sites -> https://get.adobe.com/*
Then visit https://get.adobe.com/flashplayer/about/ from a Google search, the page does load.  Only the mini version display flash object (flashAbout_info_small.swf) loads as it's loaded from get.adobe.com.  The other flash object does not because it's hosted elsewhere.

This is the same behavior as 62.  Do you still need a screencast?  I've been using local gpedit.msc for quick setting changes.
