Inputfields don't trigger the windows built in keyboard on a Windows 10 touch tablet

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
1. Install the latest version of 32bit google Chrome on a Win10 touch enabled tablet
2. Click into the address field of the browser or an html input tag on a webpage
3. KEyboard will not pop up

What is the expected behavior?
should trigger a keyboard so that u can type in smth

What went wrong?
didn't trigger the keyboard

Did this work before? Yes it works in this version chrome32_60.0.3112.78

Chrome version: 60.0.3112.113  Channel: stable
OS Version: Windows 10
Flash Version: 

I am using an avalue tablet

As we do not have Win10 touch enabled tablet at TE end to test this issue, adding TE-Hardware-Dependency label for help in further triaging.

Tested this issue on Windows-10 touch laptop using chrome latest stable #61.0.3163.100 by following steps mentioned in the original comment. Observed the on screen keyboard didn't pop up automatically when the focus is in text box or omnibox, but can be triggered manually to type using onscreen keyboard. Similar behavior observed on Firefox and chrome canary as well.

Unable to reproduce this issue on Windows-8 Tablet, tested with latest stable #61.0.3163.100 32 bit, able to see the onscreen keyboard when the focus is on textbox or omnibox as expected.

mark.huber@ Could you please confirm are you seeing the same on chrome incognito mode as well? Did you check the same on other browsers? Is this issue is specific to Window-10? Please recheck this issue by upgrading your browser to latest stable #61.0.3163.100 and update the bug with latest behavior.

Hi, 

I upgraded chrome to version 69.0.3497.100 (32bit) and issue still persists. I click into an input field (for example the url field) and the keyboard does not come up, I have to manually open it (Win10). I tried in Incognito Mode, same behavior. 

The keyboard does work (automatically pops up when an input field is focused) in Microsoft Explorer. 

It works perfectly fine in version: chome32_60.0.3112.78
