A bug is fixed as of Chrome 63 that should have resolved this issue of the screen reader speaking in Android apps even when ChromeVox is off. If that was the root cause of this issue, please update your Chromebook and try again. If you're still having trouble, please reopen this issue with more information. Thanks!
