Commit queue doesn't run Cronet tests

As we found out in https://chromium-review.googlesource.com/c/chromium/src/+/673883 , Cronet doesn't run in the normal commit queue. It would have saved me some grief if it did.

mmenke@, could you triage?

We are adding swarming support for cronet tests. Issue 727613.
