I note that this test has been seeing intermittent flake flare-ups
at least as far back as May; see  bug 721125 .  Principle debug seems
to be happening on  bug 740839 .  The discussion there seems to be
pointing to a bug in the product, no the test.

Historically, the problem has been restricted to link.  If we're now
seeing other hardware or VM tests failing, then either
 a) There's a new bug not like the old bug, or
 b) Something has changed to make the old bug different.
