Mute status is lost when closing and re-opening a tab, which is counter-intuitive

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.104 Safari/537.36

Steps to reproduce the problem:
1. Open a tab.
2. Mute it.
3. Close the tab.
4. User "Reopen" to re-open the tab. The new tab shows the same page, but it is not muted.

What is the expected behavior?
It would be more intuitive if the "muted" behavior was kept. As an example, the "pinned" behavior is maintained when closing and re-opening a tab. 

What went wrong?
The muted status of a tab was not kept when closing and reopening.

Tested on Chrome Stable #61.0.3163.91, Canary #63.0.3221.0 on Windows 10, Mac 10.12.6, Ubuntu 14.04 and able to reproduce the issue. 

This is a non-regression issue and able to reproduce from M-50 #50.0.2624.0. Marking it as untriaged so that issue gets addressed.

Additionally, same thing happens -mute status not saved- when recreating tabs after closing and reopening chrome.
