Add "Duplicate in Incognito" into Tab context menu

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.91 Safari/537.36 Steps to reproduce the problem: 1. Open new tab 2. Right click on it 3. Find Duplicate in Incognito mode? What is the expected behavior? I'd like to suggest to add "Duplicate in Incognito mode" into Tab contextual menu. What went wrong? It will help people not to open and then copy-paste urls into Incognito window. For example, for one time login. Did this work before? No Chrome version: 61.0.3163.91 Channel: stable OS Version: 10.0 Flash Version: Shockwave Flash 27.0 r0

This seems to be a feature request as the user is asking for an option "Duplicate in Incognito mode" to be included in the context menu when right clicking on a new tab. Hence, marking it as untriaged for further inputs from dev team. Thanks...!!
