Issue descriptionChrome Version: 61.0.3163.96/9765.66.0 beta-channel Daisy,Kip and Reks OS: Chrome What steps will reproduce the problem? (1)Sign in to user -> Go to chrome://settings/accounts page (2)In 'Manage Other users' page -> Enable 'Restrict sign-in to the following users' option so that 'Add person' option is enabled (3)Now click on 'Add person' -> Enter any email id -> Hover mouse on 'Close' Icon and observe for Tool tip (Please refer Video) Expected: On hovering mouse on 'Close' Icon Tool tip should be seen such as 'Delete this item' or 'Delete this person' Actual: Instead Tool tip is seen missing for 'Close' Icon This is Non-Regression issue seen from M-55 @stevenjb : Please confirm the Issue Note: Issue is also seen on latest M-63

bettes@ - I noticed that we use an 'x' icon here, but we use a 'trash' icon for site settings ('Content settings'), e.g. for 'Location'. Is that correct?
Neither button has a tooltip. Should they? Is there an a11y reason that they should or should not?

It would be nice to have the same icon throughout the UI. I'd vote for the X, but consistency is more valuable to me than a preference of which icon is used.

Yes, if we could replace the "X" here with the "trash can" icon seen in other Settings UI, that'd be great. >> Neither button has a tooltip. Should they? They probably should, yes. String should just be "Remove"
