No scrollbars for emulated device

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/60.0.3112.113 Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
1. open some website
2. open dev tools
3. enable e.g. IPad
4. select 150% (I have 24' display so this already overflows height of it)
5. I can't see the bottom of the emulated device

What is the expected behavior?
I would like to have scrollbars enabled around emulated area, so I can scroll device preview lower

What went wrong?
I can't see what is at the bottom of the page e.g. see image attached.

And I can't scroll it.

When you want to tune something to pixel perfect (this requires big zoom) on emulated device you literally can't do it.

Did this work before? No 

Chrome version: 60.0.3112.113  Channel: stable
OS Version: 16.04
Flash Version: Shockwave Flash 25.0 r0

1. Click to emulate a tap and drag to scroll.
2. Scroll with the mousewheel
