Candy in M60 not auto-connecting to wifi network

Issue description

ChromeOS version: 60.0.3112.112
Cfm device model: Dell Chromebook 11 (3120) candy
Case#: 13539447

Description:ChromeBook is not auto connecting to Wi-Fi SSID since Chrome devices updated from Chrome OS 59 to 60.

- The enterprise customer has been using about 400 drives, as far as we know the number of affected devices are 7,8 devices, but unsure(could be more).
- When user signs out and signs back in, they need need to authenticate again. 
- There was not the same issue report when using Chrome OS59.

Steps to reproduce:
1.       Wiped and re-imaged to Chromebook.
2.       Re Enrolled to OU.
3.       Connected to WiFi successfully using EAP-TLS protocol.
4.       Restarted device - did not auto connect to WiFi using EAP-TLS protocol.
5.       Gathered logs


Current Behavior / Reproduction: ChromeBook is not auto connecting to Wi-Fi using protocol EAP-TLS.

Expected Behavior: ChromeBook should be able to auto connect to Wi-Fi using protocol EAP-TLS.

I don't thinks this is a cfm issue...changing subject and components
