Issue description9／19 later special version: version 60.0.3112.114 (officail build) unknown (64 bit) Platform 9592。91。0 （official build) dev-channel clapper test Firmware Google_Clapper.5216.199.7 Steps： 1.Switch to Hindi, Arabic ime etc.t13n keyboard 2.Tap any words with more candidates Actual: Down icon not display in top suggestion line ,can not open expanded more candidate view Note: 1.It is ok in 61 version 2.CJK have fixed this issue in this version, also repro in last version;
