tabs with text reloading on switch, losing data

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS armv7l 9592.94.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.114 Safari/537.36
Platform: 9592.94.0 (Official Build) stable-channel veyron_minnie

Steps to reproduce the problem:
1. Enter text in message window in Tab 1
2. Switch to Tab 2 to re-read document
3. Seconds later, return to Tab 1, which reloads and loses input.

What is the expected behavior?
Tab 1 should not have reloaded; I should be able to quickly move between tabs without auto-reloading.

What went wrong?
Text entered disappeared; on another tab, email page reloaded and I lost an email draft.

Did this work before? Yes no idea
