Mouse cursor appears on lock screen/start screen on devices with no mouse

per offline discussion, zalcorn@ can you take over fixing this?

Steps to reproduce:
Restart device in tablet mode, it will show a centered mouse cursor

I have noticed this too. It has always done this.
