[A11y assessment] screen reader unable to tab to buttons when home button enabled

Issue description

Chrome 63.0.3219.0 (Official Build) canary (64-bit) (cohort: 64-Bit)
Windows 10 Enterprise Version 10.0.14393 Build 14393.1593
NVDA 2017.3
JAWS 2018 Beta 

What steps will reproduce the problem?
# Launch browser and screen reader
# Enable Home button via settings
# Put focus into the omnibar (F6) 
# Shift + tab to navigate backwards to buttons

Expected: shift tab will allow focus to go to back, forward, and refresh buttons

Actual: While focused on home button, pressing shift + tab will bring focus to the bottom of the webpage

Reproing in JAWS 18.0.4104

I cannot repro the behavior of focus jumping to the end of the webpage. I am able to access the refresh, back buttons.

This sounds like it's not actually a screen-reader-related bug, but more just a keyboard accessibility bug. Can you reproduce with no screen reader running?

Status: WontFix (was: Available)
No problems with just the keyboard. I'll take this as user error on my part. Thanks for looking into this.
