Pages randomly rendered as blank

Reported by teo8...@gmail.com, Sep 19 2017

Issue description

Chrome Version : 61.0.3163.91
OS Version:
URLs (if applicable) :

What steps will reproduce the problem?
1. visit a web page that is not empty

What is the expected result?
should see the web page

What happens instead of that?

At random times, random pages are shown as almost empty. It has happened to me twice in the last few minutes (had never seen anything like this before). The page has already completely loaded; the top part is displayed, the rest is completely blank. If I do right-click->view source, copy the source, paste it into a text editor, save it as HTML, open the html in chrome, I can see the page contents. The page has fully loaded and is not almost empty, but most of it is not shown.
Most of the time just reloading the page fixes the issue.

This is a HUGE and embarassing regression.
