Investigate why Omaha still uses JobService and if there is any way of removing it.

Omaha seems to be already partially transitioned to BackrgoundTaskScheduler, but there seem to be a few pieces that still need work, e.g. OmahaService refers to JobService.

This should be investigated and removed.

Also not sure what component to use here.
